A Special Program in the Arts School in the Region
The Speacial Program in the Arts (SPA) is a nationwide program for students with potentials and talents in the arts such as Visual Arts, Media Arts, Theater Arts, Music (Voice and Instruments), Performing Arts, and Creative Writing.
SPA envisions an excellent young artist with aesthetic potential and renewed spirituality, committed to the preservation of Filipino culture and heritage.
SPA aims to developing the talents and potentials of students with special inclination to music, visual arts, theater arts, creative writing, media arts and dance. It adheres students to express their ideas and feelings through their chosen art forms. In addition, the objectives of SPA are to develop a sense of nationalism through deepened appreciation of Filipino culture and arts; aesthetic awareness and perception; and the general skills and attitudes, the habits of heart and mind students will need as preparation for life and work in a post modern society regardless of their chosen career.
Rationale
The Philippine Educational System, in its thrust of being globally competitive, continuously upgrades its various programs and curricula. In 2001, the introduction of the Special Program in the Arts as a curriculum became a national program for students who have demonstrated talents and potentials in arts. One pilot school in every region was selected to implement the program. After the five-year implementation of the said program to the 17 schools in the country from 2001 to 2005, several schools followed in the full implementation of the SPA.
This curriculum innovation is the creation of a change and innovative culture taht provides students to be more creative, self-directed, talented individuals to become knowledge workers in the global market, thus, it was launched to prepare students for a wide range of challenging careers, not only for careers in the arts. Students who aspire to be writers, actors, musicians, dancers, painters, or animators, for example, are not the only ones can benefit from the study of the arts.
SPA Establishment in JVIMHS (Baao NHS Annex)
It was in year 2006, through the burning passion for creative and advocacy-oriented craftsmanship, a Special Program in the Arts was started in Justo V. Imperial Memorial High School (now Baao National High School Extension Campus) with Principal Ramon Bolivar and Mr. Jovencio Alvina as initiators.
In adherence to the program's vision, mission and goals and with the collaborative efforts of implementors and the stakeholders, the Baao National High School Extension Campus continuously commits itself in implementing the program, thus, producing individuals at par with national and international artists and performers.
The JVIMHS/BNHS-SPA is continuing its existence under the recognition of the DepEd Central, Regional and the Division Office through the very artistic, supportive and caring Schools Division Superintendent, Dr. Gilbert T. Sadsad, the school principal, Salvacion B. Asis and the SPA Coordinator, Mr. Jovencio Alvina.
History of Baao National High School Main and Annex Campus
Baao High School was established in 1966. It is one of the biggest and a popular secondary public high school in Baao, Camarines Sur. It is located at the eastern side of Baao and within the Baao Central Campus. The School began its operation in 1966 when the Sangguniang Bayan of Baao headed by Honorable Mayor Paulo L. Briones and Mr. Justino Sabularse, the elementary principal and at the same time the high school administrator jointly initiated in the passing of a resolution to establish Baao Barrio High School in consonance with the Republic Act 6566 establishing barrio high schools throughout the country. Right after the approval of the resolution, classes were immediately organized making use of the spaces under the tall old elementary classrooms. Due to lack of financial assistance, some students attended classes in makeshift classrooms made if “sinalasala” coconut leaves perfectly matched with nipa and scraps from the elementary school industrial arts building. During sunny days, some classes were held under the shady trees, while during rainy days, it was better to be at the elementary school building for safety reasons.
The school population then was composed of 91 students, divided into two sections under two regular teachers. There were only 34 students, 25 boys and nine girls who were able to reach fourth year. They were the first graduates in March 1970. Some were successful in their chosen profession like Fr. Anthony Imperial and the late Ex- Municipal Kagawad Rodrigo Briones, the high school valedictorian.
The administration and staff was spearheaded by the late Mr. Justino Sabularse, the first head teacher. The designated registrar, property custodian and treasurer was the late Mrs. Aurora Badiola Fajardo. The first teacher –in charge was the late Mrs. Belen Ramirez VIllaraza. In 1968, Mr Felixberto Badong was appointed Teacher-in-charge. The part time elementary teachers were the late Mrs. Aurora B. Fajardo , Mrs. Felisa M. Palencia and Mr. Salvador Alarcon. The pioneer teachers were Mr. Celedonio Abianand Mrs. Marietta B. Matalote. In 1968, Mrs. Cornelia Argarin Lanuzo, Mrs. Ester Badilla del Rosario and Mrs. Hegina Maravillas were hired as teachers. In 1970, there were additional teachers hired. The additional teachers were Mrs. Juditha Soriano Ablan, the late Mrs. Consolacion Bigueja Bolalin and Mr. Bernardo B. Bolalin, the school head from 1974 to January 1994.
With Republic Act 6655, establishing and proving free public secondary education in 1998, salaries were upgraded and funded by the national government, with other fringe benefits, cost of living allowance, bonus and cash gifts.
The construction of the magnificent 3-storey Economic Support Fund (ESF) Science School buiding was done in 1991 during the incumbency of Mr. Bernardo B. Bolalin. The building estimated to cost P 10, 218, 658. 51 were donated by United States government allocated for Baao Municipal High School.
In 1994, Mr. Gilbert Tan Sadsad (now School Division Superintendent of Camarines Sur) a very promising handsome young man from Partido became the new administrator. It was a total reform and growth for Baao High School, being known for winning in almost all competitions. It was during his time that the wall of fame could not suffice to accommodate the many achievements of the school. There was a graet increase in enrolment. The high school has 41 sections. The ultimate goal of the administrator was to increase participation in both curricular and non-curricular activities and to achieve quality education. The crafting of the school mission and vision was done during the incumbency of Mr. Gilbert Sadsad.
Due to the enrolment growth, the previous transaction in the acquisition of the school signed by Mr. Bernardo B. Bolalin was pursued by the Sadsad administration. The new school site was more or less 10,000 square meters located at San Vicente, Baao, Camarines Sur was donated by the late Mrs. Judith Imperial Ohprecio, heir of late Don Justo Imperial.
The first concrete building was constructed thru the efforts of Congressman Ciriaco R. Alfelor. The first year enrolees from San Vicente were housed in the first building. Because of the great number in enrolment, the makeshift buildings were constructed. Over the years, buildings were donated by some benevolent persons. Mr. Sadsad has exerted much effort in sourcing funds for the improvement of the school. In 2004, Mrs. Lilian Rubi became the school principal and was succeeded by Mr. Ramon N. Bolivar in 2005. With the leadership potentials of the principals who have managed the school, it had been recorded that the school had been a consistent winner in contests.
It was in 2002 when the Science and Math oriented Class (SMOC) were organized thru the efforts of the head teachers in Science and Math Mrs. Concepcion P. Luzentales and Mrs. Eleanor B. Montana. In 2006, Special Program in the Arts (SPA), a new curricular offering was in full implementation. The approval of the new curriculum was thru the efforts of Mr. Francisco B. Bulalacao, the former MAPEH Supervisor and Mr. Virgilio B. Briones, the first SPA coordinator and Mr. Jovencio F. Alvina. SPA has made BHS popular in the national competition for havinh won first place in the National Music Competitions for Young Artists (NAMCYA) in 2008. It was a great achievement for the incumbent principal Mr. Ramon N. Bolivar and the SPA coordinator, Nr. Jovencio F. Alvina.
From 1966 of dedicated public service up to the present, BAAO NATIONAL HIGH SCHOOL has made its identity as truly remarkable institution of a standard education. It has upheld its commitment to bring forth the light of education to the minds of the youth. It has saved the future of most school youth who could not afford to pay high tuition fees, thereby making Baao high School an indispensable partner and development of the municipality.
